Title: Recruitment of an International Technical Expert for the design and facilitation

of the “system in the room” workshop for the engagement of key actors in the
solution of bottlenecks in the malaria inputs supply chain in Cameroon

I. Contexte
Impact Santé Afrique (ISA) is a Cameroon-based non-governmental organization
dedicated to improving people's health. It has set up the “Equité Accès Palu” initiative with
the aim of increasing the involvement of civil society in the implementation of Cameroon's
National Malaria Control Strategic Plan.
The supply chain for malaria control inputs in Cameroon is complex. ISA, in
collaboration with the NMCP and the Ministry of Public Health, is carrying out a supply chain
analysis study to document and clarify the different processes, roles and responsibilities of
suppliers at national, regional, district and CSA levels, in order to identify the different
processes, highlight bottlenecks and all the different players involved. Following this
activity, a workshop will be organized with all identified stakeholders to find solutions to the
identified bottlenecks to ensure that products reach the CHWs. The “system in the room”
methodology will be used to carry out this activity.
To this end, ISA is recruiting an International Expert who will be responsible for
preparing and facilitating the “system in the room” workshop, as well as training ISA and
NMCP members in this methodology. This workshop will clearly define solutions to the
bottlenecks identified during the study, thus ensuring that anti-malarial inputs reach CHWs,
the first link in the fight against malaria at community level, on a regular basis.
Objectives
The main objective of this consultancy mission is to organize and facilitate the “system in
the room” workshop in order to find solutions to the various bottlenecks in the malaria input
supply chain and to enable the engagement of key players in the process.
Specifically, the International Expert will:
- Work with the national consultants who carried out the input supply chain analysis
study to jointly identify bottlenecks and key players in the process.
- Propose a “system in the room” methodology to be adopted to collectively identify
bottlenecks and proposed solutions;
- Train ISA and PNLP members on the “system in the room” concept so that they can
follow the roadmap recommendations.


- Support the Impact Santé Afrique team in preparing the “system in the room”
workshop;
- Facilitate the workshop,
- Propose an explicit roadmap for the follow-up of the workshop recommendations.
II. Duties and responsibilities of the consultant
Placed under the direct supervision of the Executive Director of Impact Santé Afrique (ISA),
and working in collaboration with the Project Manager - Advocacy of the “Equité Accès Palu”
Initiative, the International Expert will be expected to carry out the following activities:
- Participate in preliminary working meetings with the ISA team, national consultants
and other partners as part of this assignment;
- Train ISA and NMCP team members on the “system in the room” methodology.
- Organize and facilitate the “system in the room” workshop for the joint
identification of bottlenecks and the search for solutions.
- Elaboration of a detailed roadmap for the solution of identified supply chain
bottlenecks, integrating strategies adapted to the local context and key players;
- Drafting and submission of a final report.
Main expected results and deliverables:
1. ISA and NMCP teams are trained in the “system in the room” methodology,
2. Organization and facilitation of a “system in the room” workshop with the active
participation of key players in Cameroon's malaria input supply chain;
3. The establishment of a roadmap for the engagement of key actors in the supply chain;
4. An end-of-mission report drafted, validated and submitted to the NGO Impact Santé
Afrique (ISA).
1. Period of the consultancy mission
This consultancy mission will take place from July 15 to 26, 2024.
2. Candidate profile
The desired expertise will concern the recruitment of an international expert whose
qualifications and skills are presented as follows:
- Degree in one or more of the following fields: Master's degree in Project Management,
Public Health/Community Health, Social Sciences, Development Sciences or
equivalent specialization;
- Proven experience in designing and facilitating workshops using the “system in the
room” methodology;
- Good writing, analytical and synthesis skills;
- Experience in workshop facilitation with multisectoral partners in the health sector,
leadership qualities and consensus-building skills;
- Fluent oral and written French and/or English;

- Perfect command of remote working tools.
3. Application documents
- A dated and signed CV, including 3 professional references;
-A data sheet presenting the methodology used and the schedule of activities (3 pages
maximum);
- A financial proposal (1 page maximum).
4. Evaluation of bids
The evaluation of bids received will be based in particular on the following criteria:
(i) The candidate's experience in carrying out assignments similar to those specified in these
terms of reference;
(ii) The understanding of the mission's expectations and the proposed intervention
methodology;
(iii) The proposed financial offer.
